Vietnam hopes to call foreign investment in all forms, such as BOT
(build-operate-transfer), BOO (build-operate-own) and BT (build-transfer),
to build two express railroads for the capital city of Hanoi before 2010,
an official from the Ministry of Transport said.

They will include lines between Hanoi and Noi Bai and Hanoi-Lang-Hoa Lac.
The capital for these projects is still to be discussed, the official
said.

Vietnam will also build a 12.57 km elevated railroad liking Hanoi with the
northern town of Ha Dong in April 2005 for official operation in 2008 and
another 25 km Yen Vien-Ngoc Hoi elevated railway for completion in 2010.
The former will be all funded by the State budget with about $ 241
million, while the latter costs VND9-9.2 trillion ($ 577-613 million) and
is expected to be funded by both State investment, 50%-60%, and ODA.

According to the Hanoi City People's Committee, the city will stop
motorbike registrations and encourage people to use taxis and buses and
railroad after 2005, aiming to turn Hanoi into a more modern city.
